

HIV cases continue to rise at an alarming rate in the Philippines, with a current incidence 543% that of 2010 estimates, reflecting deep-seated policy gaps and an inadequate national response.1 In response to this increase in HIV incidence, the Department of Health has now recommended that the national government declare the HIV epidemic as a national emergency.
